What is the full report in accordance with §21 StVZO

A §21 full report is a comprehensive technical test carried out in accordance with §21 of the Road Traffic Approval Code (StVZO). This assessment is necessary if a vehicle is to be registered in Germany without a valid operating permit or following significant technical changes. At Holdeineplakette.de, we ensure that your vehicle meets all legal requirements and can be safely moved in traffic.

When is a full report required?

A full certificate is mandatory for all vehicles that have been taken out of service for more than 7 years and for which neither a data confirmation, an individual approval certificate nor an EC certificate of conformity can be presented upon re-registration. Other possible reasons for a full certificate if your vehicle does not belong to an approved type, manufactured in-house, produced in a small series or imported from abroad without EC type approval, does not have a valid registration certificate Part II, operating permit and certificate of conformity “Certificate of Conformity (COC)”, shows significant structural changes.

Full report for imported vehicles

Cars that have been imported to Germany from abroad require a full certificate in accordance with Section 21 StVZO. New and used vehicles with an EEC type approval and an EC declaration of conformity are excluded. On the other hand, full acceptance is always required for imported vehicles from non-EC countries such as the USA or Canada. In some cases, the effort required to adapt a vehicle to EC directives or the registration requirements of the StVZO may simply be too high. In such cases, the licensing authority may grant an exemption.

Full report for classic cars

If your classic car is imported or has not been approved for 7 years, full acceptance in accordance with § 21 StVZO is required. These reports are carried out by automotive experts who are also classic car experts. In order for your vehicle to be classified as a classic car or even considered a cultural property and to receive an H license plate, a classic car report in accordance with § 23 StVZO is required. This report can also be carried out by our experts.

What is checked during a full report?

When your vehicle is fully inspected, an automotive expert checks both the technical condition and road safety. This involves an all-round check of all components and systems that are important for road safety. It is also checked whether the condition of your vehicle meets the approval requirements regarding exhaust behavior, noise limits and the like. The regulations that were valid at the time of initial registration are always decisive. The expert also decides whether vehicle parts such as headlights, reflectors or the type plate must be converted. In terms of scope and time, this investigation takes a little longer than the pure technical inspection of the main inspection (HU) including emissions test (AU).

What documents do you need for a full report?

During full acceptance, the data of the registration certificate Part I (vehicle registration document) are recorded and compiled. If the required information is not available or can be found out, it is determined through measurements. For the report, the technical data sheet, the vehicle documents and the foreign documents of imported vehicles must also be presented to the expert. We would be happy to get the data sheet for you!

How long is a full report valid?

After your vehicle has been successfully inspected, you will be issued an operating permit by the local authority. The full certificate in accordance with §21 StVZO is valid for your vehicle, as is the HU, for two years until the first registration. This validity remains valid as long as the vehicle is registered.

Summary information on the full report

Section 21 StVZO regulates the operating permit for individual vehicles. It is mandatory for vehicles that have been out of service for more than 7 years if the following documents are not available: the data confirmation, the individual approval certificate and the EC certificate of conformity. It is required for imported vehicles — except for new or used cars with EEC type approval or EC declaration of conformity. It is mandatory for vehicles from non-EC countries (for example USA or Canada), but exemptions are possible. Used vehicles always require an emissions test (AU). Full acceptance checks that the vehicle complies with the registration requirements. This includes exhaust gas behavior, noise limits, brake system, etc.

Who is allowed to carry out full reports?

Automotive experts are responsible for individual and full inspections. Both the full report in accordance with Section 21 StVZO and the individual acceptance in accordance with Section 19 (2) StVZO may only be prepared by officially recognized experts from a technical testing body or experts with additional training. This is because testing personnel must have acquired appropriate authorizations in order to be able to carry out full reports and individual inspections. Since February 15, 2019, the approvals can be carried out by all qualified testing organizations. For several years now, you have therefore no longer been required to complete your full or individual acceptance, e.g. at DEKRA. Now you can also have your individual and full acceptance carried out by us as a certified KÜS testing center.
