What is the registration according to §19 (2) of the Road Traffic Licensing Regulations?

During individual approval in accordance with Section 19 (2) of the Road Traffic Licensing Regulations (StVZO), a converted vehicle is checked for roadworthiness. In order to confirm that the modifications comply with regulations, they must be thoroughly checked by a motor vehicle expert during the assessment.

Frequently asked questions about individual approval according to §19 (2) StVZO

Have you modified your vehicle? Then you must have this checked by means of an individual approval . But why is such an individual approval necessary and what exactly is checked?

An individual inspection is required if your vehicle does not comply with the usual registration regulations or if you have made modifications to it. Section 19 of the StVZO stipulates that the operating license of a vehicle expires as soon as structural modifications have been made that either

  1. suggest a danger to other road users.

  2. cause a change in the vehicle type.

  3. result in a deterioration of the exhaust or noise behavior.

If a general operating permit (ABE) or a partial report is available for individual components, a modification approval according to § 19 (3) StVZO is often sufficient. If this is not the case or if several tuning measures have been carried out that affect each other, then individual approval in accordance with § 19 (2) StVZO in conjunction with an individual type approval in accordance with § 21 StVZO is required.

To ensure that all vehicles on public roads meet the required safety and environmental standards, various tests and inspections are carried out depending on the type of vehicle and modifications.

Among other things, the braking system, lighting, steering and suspension of the vehicle are checked. Emissions are also examined to ensure that the car meets the legal requirements.

On the day of your appointment, you will be on site at one of our locations in good time. Alternatively, we can also arrange for your car to be collected by our insured pick-up and delivery service. Allow 20-30 minutes for “simple” removals such as rims or spacers.

Explain to the expert what has been changed on your vehicle and which parts have an ABE. During the test, all modifications are inspected for quality and installation.

Provided there are no complaints about the modifications and there is no impairment of road safety, you will receive your sticker.

The registration certificate part I (vehicle registration document) and the registration certificate part II (vehicle registration document) are required for individual acceptance in accordance with §19 (2). You should also bring all available documents such as test reports, strength reports, comparative reports, laboratory reports and technical reports.

The costs are often calculated according to the effort and scope of the inspection. However, expect costs of between 70-120 euros.

Underbody lighting is not permitted in Germany. All color changes to the vehicle lighting are also prohibited. In addition, hydraulic suspension is also not permitted under the StVZO.
